Welcome to By Land and By Sea, a weekly podcast hosted by maritime attorney Lauren Beagen—Founder of The Maritime Professor® and Squall Strategies®.

Let's dive in...
1 - The Federal Maritime Commission is still working through three rulemakings. No new updates, but I came across the Caribbean Shipowners' Association/Central America Discussion Agreement comment filed in the Unreasonable Refusal to Deal rulemaking and it got me thinking.
2 - Congressmen Jake Auchincloss is back on our list - he sent a letter dated Dec 1 to the FMC urging the FMC to create a National Port Advisory Committee. This was supported by the National Association of Waterfront Employers (NAWE).

3 - Russia lost their seat to Liberia in the International Maritime Organization Council (the executive body). And a reminder that there will be a new IMO Secretary General - Arsenio Dominguez, of the Republic of Panama, on Jan 1, 2024.
